Rule about blocking other players to attack city

Because this have happened many times, some players with 1 people troop block other players to attack city.
This situation has seriously affected the gameplay.

We now formulate the following rules:

1. Player CAN NOT use 1 or very few people troop continuously to block other players to attack city.

2. If a player first time violate the rule, the players account will be banned 3 days.

3. If the player violate more times again, the players account will be banned 7 days, 15 days, 30days...

We will check the player's behavior according to the in-game reports.
